Yes! You can now start your game in either the Johto OR the Kanto Region. Even pick the city you start out in, each with a differing difficulty. Various start points give certain advantages & disadvantages.
(ex: Starting in Celadon is 'Medium' in difficulty, but you can obtain an Eevee right way, TM access and being in between 2 major cities helps a lot. Head over to the neighboring Saffron City to obtain TM29 Psychic, one of the most powerful TMs at the beginning of the adventure!)
